CCG Performance 2015-16

Clinical Commissioning Groups (CCGs) are assessed by NHS England every quarter to ensure that they are delivering quality services that provide better outcomes for patients.Annual Rep 2015-16

The CCG assurance framework for 2015-16 sets out five components that reflect the key elements of a well led effective clinical commissioner and underpin assurance discussions between CCGs and NHS England, whilst identifying ongoing ambitions for CCG development. The components include being well led; performance; financial management; planning; and delegated functions.

Our performance is captured within the Hull CCG Annual Report and Accounts 2015–16 pages 30 – 40 with a summary for underachieving indicators on page 62.

My NHS/Improvement Assessment Framework (IAF) indicators

The latest CCG Improvement Assessment Framework (IAF) indicators are published online via ‘My NHS’. CCGs are assessed in four key ‘domains’ (below):

  • Better Health: this section looks at how the CCG is contributing towards improving the health and wellbeing of its population;
  • Better Care: this principally focuses on care redesign, performance of constitutional standards, and outcomes, including in important clinical areas;
  • Sustainability: this section looks at how the CCG is remaining in financial balance, and is securing good value for patients and the public from the money it spends;
  • Leadership: this domain assesses the quality of the CCG’s leadership, the quality of its plans, how the CCG works with its partners, and the governance arrangements, for example in managing conflicts of interest.

NHS Hull CCG’s year-end assurance assessment for 2015 was ‘requires improvement’. The CCG was rated green (the second highest rating) for ‘Quality of CCG Leadership’ at the end of 2015-16.
